PERM teleconference with AILA & William Carlson, Chief, Division of Foreign Labor Certification, Employment and Training Administration, Department of Labor

Today I participated in a teleconference hosted by the American Immigration Lawyers Association President Elect, Deborah J. Notkin & William Carlson, Chief, Division of Foreign Labor Certification, Employment and Training Administration, Department of Labor.
First we did a walk through of PERM. The DOL does a sponsorship check to contact the employer to determine that sponsorship is sought. If requiring an audit the application is sent to an auditor. An incomplete submission is given a "T" (temporary) number; this means that it is draft. The DOL team walked us through a top 10 list of difficult areas for PERM registration are;
1. The employer has to register to use the on-line system; employers will receive a password & user name; the second e-mail has a pin number to register. A sub-account can be created for the attorney.
2. The PERM system has a security system that will deactivate the account if the user tries to register three times without success;
3. The employer/user have 3 identifiers; user name, password (you may select one after initial registration), pin number.
4. What happened to my case? If you cannot find the draft, when you print and sign the registration number changes from "T" (temporary) to "A" (Atlanta) or "C" (Chicago).
5. Message that case status is denied; the computer program will reject the case if it does not meet the program criteria. A letter will be sent explaining the denial.
6. The password requires 8 characters, numbers and symbol; if you fail to register properly the system will deactivate you. You will need to contact the help desk.
7. Searching for your case, use the search button to search for your case.
8. Using the system; you the employer may; login in, print, view, edit or re-use case registration.
9. Sub-accounts; only the employer can create the sub-account. The user guide has step by step instructions or you may e-mail DOL for help.
10. Users when filling out form 8089 if you do not press the button labeled "save as draft" the system will time out after 45 minutes.
