Bush Cites Political Hurdles in Plan for 'Guest Workers'

Today the New York Times published an article where President Bush is "lowering expetctions" on his guest worker program. Here is an exert from the article;

"WACO, Tex., March 23 - President Bush promised the leaders of Mexico and Canada at a meeting on Wednesday that he would continue pressing for changes in United States immigration policy. But he also sought to lower expectations that a guest-worker program would gain momentum on Capitol Hill, where it has faced resistance for years".
